Are the Black Sun less likely to work on loyal Republic planets, such as Naboo and Alderaan And does the Black Sun relay on the greedy corruption of senators to keep them unexposed?

As in the real world, rule of law means little to nothing if those who live under them have little incentive to enforce them (look at the Senate during the Rise of the Empire era as a great example). Where there's money, crime will follow, and corruption its its wake. Many, MANY senators of the Galactic Senate were on the take, and held more allegiance to their financiers than to the Galactic Constitution. A fantastic example of such skewed morality was the Financial Reform Act, which aimed to reduce corruption within the Republic's government and increase accountability within its ranks. However, due to the damage this would cause underworld lobbyists, it was derailed with the assassination of Jheramahd Greyshade. In the aftermath of his death, the bill died, and in response many senators pulled their systems out of the Republic, thus kick-starting the Separatist Crisis which gave way to the Clone Wars. So yes, many criminal enterprises lined the pockets of legislators to keep the Republic's judicial forces (who were also on the take, largely) off their backs, and did so successfully even into the Imperial era. And yes, it is entirely possible that Black Sun and other syndicates may have had an operation or two on planets with very moralist sentiments, such as Naboo, Alderaan, or Chandrilla (to name a few). However, given the nature of the planetary societies and the beliefs in which they held (IE: upholding the Galactic Constitution, as well as their own), it would have been very difficult to keep a lid on their operations, especially if they were illegal. The cost would outweigh the profit, I believe, and they would rather head out beyond the Core towards the Outer Rim Republic holdings, or those of the Hutts.
